Dan Winkelman found a dog tied to the railroad tracks near his South Carolina home.Someone had tied its leash to the tracks and left it there to die, so Winkelman freed it and brought it home. Dan’s wife, Jennifer, found a no kill shelter nearby to take the dog until it can be adopted.Local authorities are investigating the cruel act and hope to find the person responsible.
