A Florida daycare owner adopts a child she cared for in a Halloween-themed ceremony. Shyla Sheppard and more than a dozen other children had their adoptions finalized in a special Halloween-themed adoption ceremony in Jacksonville. Shyla met her new mom,Angie Sheppard, two years earlier at the daycare center Angie owns.
